Verified Complaint of Judicial Misconduct filed against Judge Lisa Neubauer 
and Judge Gasiorkiewicz

On March 21, 2019  the verified judicial misconduct complaint was filed into the Wisconsin Judicial Commission and the Wisconsin Department of Justice to the attention of 
Attorney General Josh Kaul.

The complaint asserts that Judge Eugene Gasiorkiewicz 
and Judge Lisa Neubauer engaged in illegal secret court proceedings. These Secret court proceedings violated the First Amendment of the U.S. Constitution, Wisconsin Statutes 757.14 and  59.20(3), and Supreme Court Rules 60.02, 03, 04.

The egregious conduct of Neubauer and Gasiorkiewicz conducting secret court attacked and violated the rights of nearly 5.8 million Wisconsin citizens.

The previous judicial complaint filed in November against Judge Gasiorkiewicz was not acted upon by the feckless Wisconsin Judicial Commission.  The Wisconsin Judicial Commission has an extensive history of whitewashing judicial misconduct complaints of the accused, which happen to be their peers.

What is the greater offense ?
Violating the rights of one individual or the

The population of Wisconsin is around 5.8 million.
Keep this 5.8 million citizens in mind. 

Because a person is a victim of a civil rights violation (as told by Lisa Neubauer) doesn't give that same person the reason to violate an entire state population.

How ironic is this?
Case # 18AP1189 involves a Wisconsin Public Records Request(open records),  yet the complete court record is sealed contrary to law.

Citizens have rights to know the court docketing # , the names of the parties, the court schedule and to attend hearings. The U.S. Supreme court says so and so does Wisconsin statutes.

Judge Lisa Neubauer is a scofflaw, violates your state and federal rights with impunity simply because she can.

The Wisconsin Judicial Commission and the Wisconsin Attorney General will do nothing to correct her egregious conduct as she violates citizen rights.

.The Wisconsin Judicial Commission is nothing more than a bad joke upon the public as is the Office of Lawyer Regulation and the Wisconsin Attorney General's office.

Conducting court in secrecy is unconstitutional and further violates Wisconsin statutes 757.14 and  59.20(3),  the first Amendment of the U.S. Constitution and Wisconsin Supreme Court Rules (SCR).
 Wisconsin Statute 757.14   The sittings of every court shall be public and every citizen may freely attend the same……” 

Citizens are directly empowered by statute 757.14 to observe court proceedings.


Wisconsin Statute 59.20(3), The court shall:
" open to the examination of any person all books and papers required to be kept in his or her office and permit any person so examining to take notes and copies of such books, records, papers or minutes ...."

Citizens are directly empowered by statute 59.20(3) to the opening of the Circuit Court record to public examination.

Supreme Court Rules - 60 Preamble. Our legal system is based on the principle that an independent, fair and competent judiciary will interpret and apply the laws that govern us. The role of the judiciary is central to American concepts of justice and the rule of law. Intrinsic to all provisions of this Code are the precepts that judges, individually and collectively, must respect and honor the judicial office as a public trust and strive to enhance and maintain confidence in our legal system. The judge is an arbiter of facts and law for the resolution of disputes and a highly visible symbol of government under the rule of law.

SCR 60.02   A judge shall uphold the integrity and independence

 of the judiciary.

SCR 60.03   A judge shall avoid impropriety and the appearance

 of impropriety in all of the judge's activities.

SCR 60.04   A judge shall perform the duties of judicial office

 impartially and diligently.


The First Amendment of the
U. S. constitution guarantees that American court proceedings are presumptively open to the public. The U.S. Supreme court has explained the public's presumptive right of access to court proceedings are rooted in both logic and history

Citizens only recourse to right these wrongs is to expose, embarass, humiliate and degrade 
the scofflaws and derelicts in government as we find them.


There was no legal basis to seal the entire court record, yet Judge Gasiorkiewicz and Judge Neubauer did so.

City of Racine Alderman Sandy Weidner in her open records court case endured the darkness of secret courts for 7 months before being freed by citizens and the collective news media.

The insanity and facts continue.


 5.8 million Wisconsin Citizen's rights are currently being violated every day in a current secret court case,  overseen by a current judicial candidate for the Wisconsin Supreme Court who claims she rules on law.

Bazarre?  Yes !

Judge Lisa Neubauer is currently conducting illegal court in violation of the law, currently violating your rights and she is asking you to trust her judgement to be your next Supreme Court Justice.   WTF?


Is it a coincidence, or is it conspiracy, complicity and collusion that Judge Eugene Gasiorkiewicz of the lower Circuit Court and Judge Lisa Neubauer of the Court of Appeals conducts 
illegal SECRET court proceedings and violates 
the exact same statutes and rules in the same case?

Not only did this Racine alderperson file suit over her city’s efforts to claim that some of her own email exchanges with constituents could not be made public because they dealt with advice from the city attorney’s office, she was actually cited for contempt of court for disclosing information about her case, which a Racine County judge decided to conduct in secret. After media groups intervened, virtually all of the case records were made public. But Weidner has spent tens of thousands of dollars to prevent the public from being kept in the dark about its right to know.

Wisconsin Freedom of Information Council names ‘Opee’ winners

Wisconsin’s largest newspaper and a small Madison paper produced mostly by teens are among the honorees of the 2019 Openness Awards, or Opees, bestowed annually by the Wisconsin Freedom of Information Council, along with awards to a Wausau-based citizens environmental group and a state senator who is seeking to end his colleagues’ ability to destroy records at will.

Meanwhile, the Opees recognized both Racine Ald. Sandra Weidner and the city of Racine, for being on opposite sides of the same issue. Weidner was honored for blowing the whistle on her city’s extraordinary effort to suppress public records, for which it received negative recognition for the Council in the form of another award.

The awards, announced today in advance of national Sunshine Week (sunshineweek.org), March 10-16, are meant to recognize outstanding efforts to protect the state’s tradition of open government, and highlight some of the threats. This is the 13th consecutive year that Opees have been given.

“Each year, we recognize people who take it upon themselves to fight for the transparency our democracy needs to thrive,” said Bill Lueders, council president. “And each year, sadly, there are forces within government fighting just as hard to keep things secret.”

The Wisconsin Freedom of Information Council, a nonpartisan group that seeks to promote open government, consists of about two dozen members representing media and other public interests. Sponsoring organizations include the Wisconsin Newspaper Association, Wisconsin Broadcasters Association, Wisconsin Associated Press, Wisconsin News Photographers and the Madison Chapter of the Society of Professional Journalists.

The winners will be invited to receive their awards at the ninth annual Wisconsin Watchdog Awards Dinner in Madison on Tuesday, April 16, at the Madison Club. The event is presented by the Wisconsin Center for Investigative Journalism, Wisconsin Freedom of Information Council and the Madison Pro Chapter of the Society of Professional Journalists.

Awards are being given this year in six categories. The winners are:

Political Openness Award (“Popee”): Chris Larson
The Wisconsin Legislature, in its wisdom, decided to exempt itself from the records retention rules in place for all other state and local government officials. The exemption went largely unnoticed for decades, but in recent years some lawmakers have used it to destroy communications they would rather not see the light of day. State Sen. Chris Larson (D-Milwaukee) has introduced legislation to end this abusive practice, which he has called “an invitation to corruption.”

Citizen Openness Award (“Copee”): Citizens for a Clean Wausau
This local environmental group, especially co-founder Tom Kilian, spent countless hours looking into soil contamination at the site of a former Wausau wood-waste plant, unearthing piles of records. This prompted the state Department of Natural Resources to open an investigation and ask the manufacturer’s parent company to submit a cleanup plan. According to Wausau Pilot & Review reporter Shereen Siewert, who covered the story, “the action taken by the DNR is a direct result” of the efforts by Kilian and others.

Media Openness Award (“Mopee”): Simpson Street Free Press
A Madison-based newspaper produced mainly by high school students, the Free Press pushed back hard against the claims made by a group affiliated with the Madison School District that the group was not subject to the state’s open records and meetings laws. The effort prompted one school board member to call for requiring any group that includes school district representatives to follow openness laws.

Open Records Scoop of the Year (“Scoopee”): “Lessons Lost,” Milwaukee Journal Sentinel This multifaceted report examined the challenges presented by the surprisingly high number of students who transfer between schools. Reporter Erin Richards, with data analysis by Kevin Crowe, photos and video by Angela Peterson, and design and graphics by Erin Caughey and Andrew Mollica, produced an incisive and disturbing portrait of this largely unexplored problem affecting schools in Milwaukee and throughout the nation. The team used public information to create a massive database of nearly a decade of state student transfers, as well as to tell the stories of individual students.

One full time clerk for $79,000
One part-time database technician increased to full-time for $75,000.
One communication coordinator moved from an outside consultant to a full-time employee for $101,000.
One strategic initiatives and community partnerships officer for $120,000
