The Sheriff is recognized as the Chief Law Enforcement Officer of the county, with duties that include managing the county jail, attending courts, preserving the peace, and serving legal processes. Within their respective county, the sheriff serves with jurisdiction spanning both unincorporated areas and incorporated cities, villages, and towns.
Constitutional Origin: The office is created by Article VI, Section 4 of the Wisconsin Constitution, which provides for an elected sheriff in each county with a four-year term.

Racine County population has about 200,000 people with a daily average jail population of over 600 inmates per day with some days approaching 800 inmates. its maximum capacity is 876 beds making the Racine County jail one of the largest pre detention facilities in Wisconsin.

This is a large part of responsibility of the Sheriff's office the general public doesn't normally see. The jail involves major operational costs, severe staffing shortages and longer inmate stays. the proposed 2027 budget allocates 21.1 million dollars, up from 19.6 million from the 2026 budget. The County jail is one of many duties of a Sheriff.
The Wisconsin Constitution also list attending court, preserving the peace & serving legal processes. These responsibilities are what most the public see as being a "good" constitutional Sheriff.
'Preserving the peace" is the sheriff's most visible role. Patrol cars being the first line of defense in the publics eyes. A 24 hour presence typically stocked with essential safety, tactical, medical, and roadside equipment divided into interior and trunk storage.
In constitutional law: "Preserving the peace" (closely tied to phrases like "keeping the peace" or "ensuring domestic tranquility") refers to the state's fundamental duty to maintain a stable, orderly society where citizens are secure from violence, crime, and civil disorder.

Racine County needs to clean up the corruption in the courts & local government.
The next Sheriff must be a constitutional Sheriff to clean up the corruption in the courts and local government. We have suffered long enough.
Captain Cary Madrigal had over 5 years to make that difference and failed. That's why I call her a cover-up Queen along with Patricia Hanson.
The Mayor of the City of Racine & the County Executive collude to defraud the taxpayers of hundreds of thousands of dollars & give away tax distressed property's to their buddies.
