When
police do not respect a dogs life, it is unreasonable to expect criminals to
respect a K-9 ‘s life either.
In government one should lead by example, by taking the high road and to error in an abundance of caution.

On 11-01-2014 the Racine police department was dispatched to a complaint.
The complaint involved blown leaves, dog poop and a drunk neighbor.
The scene was quickly escalated by neighbors and Racine police personnel using militarized tactics.
The
unwarranted killing of an Australian Blue healer dog by police personnel was a cold act and in
disregard of life. One may further argue that the shooting of the dog was also
an act of removing property without due process.
Here
are the rules from the Wisconsin Law Enforcement Manual involving deadly force; (compliments of “goma 12”).
1. That the officer reasonably
believes that person or object intends to inflict bodily harm of some sort, and
2. The officer reasonably
believes that he/she will be put in peril of death or serious bodily harm by
such contact, and
3. The officer reasonably
believes that such harm can be prevented only by the immediate use of deadly
force.
The video does not lie. The dog posed no danger to the officers.

The
glaring lack of training and discipline by the attending officers is
disturbing. Racine police allegedly focused and calmed a scene by killing a non threatening
dog.
This is nonsense. Art Howell’s words will soon be quoted by many criminals who
encounter a police K -9 and kills the dog.
The criminals future argument;
