Racine County Corruption has finished the 
vetting process
of judicial candidates for
 Racine County Circuit Court branch 9.




      







The month long vetting process included the following;
Attending several public judicial forums,
Reviewing court records,
Reviewing court decisions,
Reviewing court documents
Attending court hearings and trials
Interviewing  plaintiffs and defendants
Sending out judicial questionnaires
One on one conversations with the judicial candidates

During the judicial vetting process
we also considered the dynamics
that each candidate will bring
into his court, to include the following:

Constitutional law and protecting the citizen
The candidate’s current position in life
Community involvement
Life experiences
Why the candidate desires to be Judge,
Who will be the fairest of the fairest and
The current state of affairs in the Racine County Circuit Court system.

Let’s begin and end with the man who currently holds the Branch 9 judicial seat, incumbent Chief Judge Allen Torhorst. 

Judge Allen Torhorst announced last year in 2014 he would not be seeking judicial re-election this year. That was before Allen Torhorst was anointed  as Chief Judge of State Judicial Administrative District, Branch 2, (not to be confused with the local Racine County Circuit Court branches). As Chief Judge, Allen Torhorst presides over all the Judges in State Judicial Administrative District, Branch 2. State Judicial Administrative District Branch 2 includes the following courts;
Racine County Circuit Court
Kenosha County Circuit Court and
Walworth County Circuit Court.
With the position of Chief Judge, came the power and responsibilities of managing and controlling 30 plus judges, court commissioners and court staff.  See chart below.
Judge Torhorst’s change of heart of retirement raised concerns in the RCC staff as to why one would reconsider unretirement.
Considering Judge Torhorst was already over 70 years old when he announced retirement last year, we wondered what could have inspired him to sit on the bench for another 6 years.

So the $100.00 dollar question became why did Allen Torhorst unretire and wish to continue to sit on the bench?

Why did Judge Torhorst decide to unretire?
Was it the lure of power?
Did he have unfinished goals as a judge?
Perhaps the additional pay and pension increase as Chief Judge?
Or was it something much more, let us say complicated?
The $100.00 dollar question was never answered.
Nor did Judge Torhorst bother to respond to our list of judicial questions forwarded to him for the vetting process.

With the $100.00 dollar question remaining unanswered. RCC can only speculate to the reason(s) why Allen Torhorst now wants to continue to be a Judge. After spending several hundred hours in the judicial vetting process, we were unable to determine thru research, observation and questioning why Allen Torhorst changed his mind on retirement.  The reason for his change of heart has not been disclosed to us.  Allen Torhorst appears to be a judicial candidate without passion, reasons or goals to continue as a judge.
STRIKE ONE !


Which now brings us to our second concern in the Racine County Circuit Court system, the issue of; Veracity.

RCC in the past has made aware to the Racine County Circuit Court system issues of veracity before the court. The court has time and time again failed to act on our complaints.  There is a current case before the Racine County Court system that veracity is again an issue before the court, Case # 2014CF1506. The court continues to fail to act upon our notice.  The lack of veracity before the Racine Court currently violates SCR 20:3:3 ( lack of candor before the Tribunal) and Federal U.S. Section 18 U.S.C. § 1503.


With Judge Allen Torhorst acting as Chief Judge, who has the oversight power of all the Racine Circuit Court Judges, the lack of veracity continues to remain an issue in the Racine County Circuit Court system.  
STRIKE TWO !

Our third concern of the Racine County Circuit Court system is the continuing appearance of status quo while under Torhorst's control.The Racine County Circuit Court system continues to remain a judicial district in need of cleansing under the Torhorst regime.

Several bias, prejudice and corrupt judges continue their schemes under Torhorst's rule.
The game of "pay to play " appears to be alive and well in the Racine County Circuit Court system.
Judge Torhorst stated "The judicial system is a branch of government. It must be adequately funded to be/remain responsive and independent." -source, Racine County Bar Association, 2015 public forum candidate information/questionnaire sheet.
Judge Torhorst didn't state where the funding would come from. With the scion billionarie before the court, avoiding the requirement of providing a DNA sample or registering as a pedifile or sexual offender, it became showtime...... "show me the money." 

Folks, we can't call strike three.
That call continues to remain in the hands of the voters.
but if we could make the call;
STRIKE THREE-YOU'RE OUT OF HERE !

I'm not trying to be rude but this entire article is a FAIL. Seriously... what exactly are you even saying here? It's mindless ramblings filled with speculation and assumption and absolutely ZERO fact. Legitimate writers, cite. Legitimate journalist, investigate and state facts on findings, not unorganized gibberish. Seriously... was this proof-read at all? I'm not a Torhorst fan, he can make simple common-law practices and complicate the hell out of them, that being said: I didn't choose to write an article about his lack greed; had I, it would have been cited, references, factual, and completely lacking personal opinion. I highly suggest contacting Fox News, because anyone who wrote this has a long future is bullshitting the American people.

This article is over a year old.
The Racine judiciary do not police themselves and do not weed out their own dirty cesspool. The voters had to remove the corrupt Nieskes from power.
As far as zero fact , I cite a specific case to which you have failed to engage in due diligence.
