Day Three
Crime prevention incidents may be tied into Federal and State grants. 

According to the Racine County Sheriff’s office and Racine County Corporation Counsel, no criteria exists of what a crime prevention incident is.


There were 20,233 reported CPIR’s by Racine County sheriff deputies in 2013 without any criteria of what constitutes a Crime Prevention incident.

During our 6 month long investigation, we interviewed numerous law enforcement personnel. 
We found the Racine County sheriff’s office using CPIR’s for the following; 
lunch, drive thru’s for food and coffee, coffee stops, 
poopie relief, potty relief,

and of course the ever proverbial pursuit of DONUTS.

The Racine County sheriff's office may not have time to respond to your calls for assistance, but they sure have enough time to produce and create false and misleading incidents to make them look busy.

Sheriff Schmaling and Deputy Sheriff Hanrahan may have some explaining to do in the near future.

The Office of Sheriff is an elected constitutional position under provisions of the Wisconsin Constitution and State laws. Serving as the chief law enforcement officer in the County, the Sheriff is elected in a countywide election and enjoys a great deal of autonomy in the exercise of his constitutional authority in the operation of the Sheriff's Office. Local law enforcement officials have a duty to cooperate and are subject to his authority as well. The Sheriff is responsible for certain mandated functions and also coordinates and facilitates all law enforcement efforts throughout the County.

I'd still like to know where Sheriff Schmaling finds the authority to use his taxpayer funded vehicle to take his Daughter to attend a private fundraising event.

Sheriff Christopher Schmaling and his daughter were involved in a 4 vehicle crash this afternoon at CTH C and CTH V as they were traveling home from volunteering for the Cops N’ Kids fundraiser. Mt. Pleasant Police Department is handling the crash. Sheriff Schmaling and his daughter were not injured in the crash but the vehicle appears to be a total loss.

Yep - he's certainly too busy schmoozing on the taxpayers dime and also likely violating insurance regulations in addition to Workplace Ethics, so why shouldn't he lie about Crime Prevention Incidents. Who's going to hold him accountable in Racine County? The Corruption in Racine County begins with Sheriff Schmaling and County Executive Jim Ladwig.

For 2014 The Sheriff is tasked with collecting at least $1,959,803 in Fees, Fines and Forfeitures. Watch your speed!

On the Sheriff attending a private fundraiser while on duty, in uniform, with his Daughter, and in his taxpayer provided vehicle; it gives the appearance of violating the Racine County Code of Ordinances, for it is schmoozing and politicking by other means:

Sec. 17-81. Political activity.

No person holding the position of deputy sheriff under this chapter shall, during the hours when he/she is on duty, engage in any form of political activity calculated to favor or improve the chances of any political party or any person seeking or attempting to hold political office, nor shall he/she engage in or appear at any political activity, gathering or profit-making function while off duty and in uniform. In the event that such deputy does appear at such gathering, activity or profit-making function off duty and in uniform, he/she must make a statement to those present that he/she is participating in such political activity on his/her own volition and that his presence does not indicate the support of the sheriff's department. This provision is not intended to abridge or interfere with the rights of deputies to engage in political activities during off duty hours but rather is designed to avoid the appearance of the support of the sheriff's department for any political candidate or position.

Sheriff Schmaling also violated Ethics:

Sec. 2-423. Standards of conduct and specific conflicts of interest.

Use of public property or services. No public official shall request to use or knowingly permit the use of county property or services for non-authorized nongovernmental purposes or for personal profit, except when such services or property are available to the general public.

He has demonstrated reckless behavior and a disregard for the proper use of his Office, poor judgement, and only got caught because he was involved in an accident which destroyed government property, in a situation he shouldn't have been in.

Go try borrowing a vehicle from the sheriff department, maybe it is for public use also.
